Your own town first, always. It is the one you can actually win, and the map pack there is worth more than a county-wide phrase almost nobody types. Once you hold your home town, the neighbouring ones get easier, because the profile and review signals that won the first one carry over. Going county-wide from a standing start usually wins nothing anywhere.
No, and building all eleven is the most common way this goes wrong. A page earns its place only if it says something true and specific about working in that town. If three of them would say the same thing with the name swapped, that is one page, not three. Google treats the swapped-name version as spam and quietly declines to index it, so the work produces nothing.

It ranks on distance and relevance from wherever the searcher is standing, so a business in Mason competes with West Chester businesses across the line as naturally as with Lebanon ones. Build around the towns you actually serve and the county boundary takes care of itself.
